Kelly Mulligan

Kelly Mulligan is a Senior Director for the Center for Justice Innovation supporting programming, strategic planning and stakeholder relationships in New Jersey and Staten Island, NY. Ms. Mulligan previously served as the Project Director for Newark Community Solutions, New Jersey’s first community justice initiative at the Newark Municipal Court. Before joining the Center, Ms. Mulligan worked as a state-certified psychiatric screener with the Psychiatric Emergency Screening Program (PESP), and worked in case management and jail diversion for the Integrated Case Management Services unit of Care Plus NJ. Ms. Mulligan graduated from Lafayette College and John Jay College of Criminal Justice with a Master’s degree in Forensic Psychology.ations for Newark Community Solutions, the Newark Youth Court, and the Newark United Against Violence initiative. Ms. Mulligan has been with Newark Community Solutions since its inception, serving as the project’s first resource coordinator.
