Stephen Manley is a Superior Court judge in Santa Clara County. He has served on the bench for over 25 years. He was a founder of the Drug Treatment Court in Santa Clara County as well as the Santa Clara County Mental Health Treatment Court. Judge Nicolette Pach developed and presided over New York State's first Family Treatment Court, which began in 1997 in Suffolk County. Currently, she is a Judicial Fellow for the National Drug Court Institute, a consultant to the National Center on Substance Abuse and Child Welfare and provides technical assistance to jurisdictions grappling with the difficult issues of collaboration with the courts.
